I just ran across this power priority data listed in the OP API, and can't believe I hadn't noticed it before.
I'm not sure how (or even if) these numbers are really used of course, so take them with a grain of salt, but it's interesting to see the numbers none-the-less.
Code:
70: Cloak
60: Phaser G, Shields
55: Phaser 3
50: Phaser 1, 2, 4, X
45: HeavyPhoton, DIstruptors
39: Plasma F
35: Plasma G
31: Fusion
30: Photon, Plasma S, PPD, ESG, Phaser A/B, TRB,
25: Hellbore, Plasma R, I, D, X, E
20: Mauler, Shuttles, Fighters, Drones, Probes, ADD, Labs, Sensors, Scanners,Transporters
10: Battery
EDIT: needless to say, I'm going to have a play with this and see if changing them has any impact

I recall seeing this in the OP strategy guide (or something to similar effect, SFCShadow made multiple "racial specific" charts...)
He said that these were the default power priorities. Yes, they go from highest to lowest. So, supposedly, a BCF that's strapped for weapons power will charge the phasers first (55 and 50 priority), then Pl-Fs (39 priority) before charging the Photons (30 priority).
The kicker is that if I had put all my power into higher-priority items, I should not be able to use any lower-priority items until I free up power. And, IIRC, most movements are up around 80-90...
So, by these charts, while performing a full-speed run at a convoy, with all available power going to ECM, weapons & speed (in that order), I should not be able to beam marines over until I slow down, finish recharging my weapons, or jack down my ECM in order to provide power to those priority 20 transporters... Of course, that's not the case...
So, I consider this (right now) very salty. Of course, I am interested in what the results of your experiments are...
