Even though its called a "Phasr", I'm not sure this is like the Phasers we see in Star Trek or SFB.  The article seems to indicate that it just "Blinds" the person, not actually fires a beam at a person to damage them.  But an interesting concept by the Air Force non the less.

Hmmm..better be temporary...blinding someone on purpose on the battlefield is a warcrime... :-\

I dont believe they are talking about permenant blinding ..  but rather like some of the explosive devices that throw off a brilliant light.  You can chose not to look at it, and what "blindness" they are referring to is more of a temporary vision debilitating affect.  Granted, it will also render you useless as a soldier ...  usually in most cases immediate surrender follows.

Correct..and in 'blinding" I mean permanent....and yes..permanently blinding someone on the battle field "on purpose" IE..by design... is a warcrime....look it up...

That thing is a stupid idea, what did they say they will build into the next version a safe eyerange check function.
This should better completly turn the thing off if someone gets to close, but i bet it will not be full auto,  or there will be some sort of override.
Blinding people who protest and making them cripples is something for what the shooter should get shot for.
Its almost gurtanteed that some day someone will not listen to.. keep atleast "xx" meters distance , or they get pushed etc. What then..?
 Blinding war protesters,for example,, could be  turn out very practical, because they wont see the pictures which did upset them so much anymore.
Or maybe i am just  overreacting and protesters will in future just waer laser protection goggles?
What about the stray light.., so many questions.

oh ..  I understand ..   and believe that you are telling the truth about it being a crime.  What I'm suggesting is that I dont believe that the application of the rifle is one that is intended for "permanent blindness".  The application would be on of a quick, burst of bright light !

( at least that is the impression I get ....  I could be wrong)

Where are the locations for the shoulder straps for instance. How many times can it be used without recharging? What is the recharge rate?

It is my hope as a former infantry officer that the weapon can be reduced in size and weight and given all the space age technology more resistant to damage in the field. Even better would be to mount the same laser in a smaller package on an M-16 a la the M203 grenade launcher so that the soldier using this has a quick way to switch from "stun" to kill without changing weapons.

As it is pictured above, it looks like it could pass for a heavy crew served squad weapon like an M-60 machine gun.

Thats my opinion.
