I'm playing the SP Conquest mode (Federation) and I have a Soverign Class Ship but I'm still a Lft.? I have not once been requested to perform a special mission! What gives? Any advice, or am I doomed to fighting repetitive Convoy Raids and Planet busting?

Are you playing the story mission or the regular conquest?

The story only has missions.

Ranks does not effect it (although you will have to download the patch to fix the rank bug)
