Kim, please check state laws.  In Georgia, I'm fairly sure it is still illegal to pass your new "colored pens" to a group, especially if you then all use them together.  Pretending that you are all family while you do so makes the infraction worse.  

(Unless you are in Alabama or West Virginia, in which case being family gets you an exemption from prosecution, so color with your pens there to your heart's delight!.)

I think if you are caught with more than 3 on your person, then you are considered to be selling/distributing them and you better have a license. If not, they toss you in the slammer and BIG fine... Oh and they take your colored pens away from you... Still no word on where all these confiscated pens are...

Question is, where and what do you have to do to get this license?
