Never! Some of the best battles I've had involve pursuing an opponent who was trying to recover from a close encounter and recharge, and sniping at his exposed rear with disrupters at range 30. Not useful for overcoming reinforced shields but excellant for harrassment.
As for ESG 0, not unless people stop using tractors, or I have repel 2.
