I rarely use the cloak in PvP. The only situation would be when faced by 2 scatter packs with drones much faster than my ship. I prefer to cloak than use a weasel: less penalty.
Against the AI, I don't need it. I only use it while my marine count on the ennemy ship is higher than the AI's to pass the time away.
However, in a coop base assault, I like to cloak .01 hex closer than my ally. Speed 0, max ECM, shield reinforced. I turn when a shield drops into the red. When all shields are red, my teammate moves up .01 in front of me and we repeat. It is slow and steady but a pair of WE can kill a BATS easily. We need a pair of FHK for sure kill on a SB. I also use it when solo during recharge time.
Regarding extra power to give more ECM: I disagree. Giving 2 extra power to a frigate will give you the choice of +2 ECM (can be countered easily) or +6 speed. Which will you use? If that route is taken, I would say give a straight bonus to the ship itself. This way, we can fine tune the bonus for old ship, 3rd generation as well as Kestrel. We could even use this modification for Orion ship with cloak as well as klingon ships (F5Y).
While we are on added ECM, do Orions (in OP as well as EAW) have their built-in ECM as per SFB?
