I hate to say this but the current fleet limit is totally useless for human players. There is a couple of major problems that needs to be addressed before it becomes effective.
1) It does not prevent Human player in forming any fleet that they want. Sure, you can only have 1 BB in a fleet, no problem, we will just have 3 BB traveling together in seperate fleets and they can still attack together.
2) Fleet limit needs to be adjustable by race. Even if a player follows the rule. A Borg Fleet consisting of a cube, a Sphere P and a Sphere is (1BB+1DN+1BCH) is unstoppable by any non Borg fleets of the same composition.
I have a solution for this problem and it should be fairly simple to implement. It would be great if Taldren is willing to put it in the codes but it's also workable on a honor system.
We have to move to a point system. The reason is that there is still minor difference bewteen ship of the same class from the varies race. and then we come up with a max points per fleet.
Example would be a 16 pts fleet cap with the following ship value.
BB Cube 15pts (so cube will alway have to fight alone)
DN Sphere P 13pts
DN Warbird 12pts
DN Sov 12pts
DN Neghvar 11pts
DN Galaxy 10pts
BC Sphere 9pts
BC Vorcha 8pts
BC Nebula 8pts
BC Raptor 8pts
CA Diamond P 7pts
CA Excel 6pts
CA Hawk 6pts
CA Akira 6pts
CA Feklhr 5pts
CL Defiant 5pts
All CL 4pts
All DD 3pts
All FF 2pts
The point value is just off the top of my head and can probably use some refinement. But this would limit the combat power in a fleet so fleet of the same number should be roughly equal in firepower. In combat the server should first select the ship with the highest pt value from each race and then select the next largest ship that will fit within the leftover pts and then so on.
