I don't like how the glow affects are poorly clipped on my video card. Is it possible to turn off all the glow affects attached to the ships?

Yes, its in the options menu. Just try all of the graphics options (4 of them) until the glow goes away.

I don't know if that will do it. I have shut all those options down and it doesn't affect the glows from what I have seen. The glows and their properties are, I believe, part of the model specifications themselves, so to get less glow you would have to monkey around with the models. That's a bit daunting.

Download the SFC3 Model Tools. Edit each model with the attribute editor and remove the glows. Thats the long way
