It was going to be started at Starfleet Universe, but unfortunately, over the course of a few months of poking and proding at GameSpy tech support, its been determined so far that a user-submittable database is impossible on a GameSpy site. This means that a 'filer' such as those at BCFiles would have to exist. If anyone can find a user script that uses FTP to upload submissions, then this would overcome the GameSpy hurdle.
Basically, any 'massive' database of ships or parts or anything would require unlimited space and more than likely unlimited bandwidth, which can only occur at a major network like GameSpy.
I'll continue searching for upload scripts, but at this point, a user-uploadable database is out for both SFU and BCU. It just sucks that it took me about 10 emails and 5 people at tech support til anyone gave me any useful information. Instead of wasting my time trying to figure out their upload script and stuff, they could have simply told me "It won't work that way./"
