Microsoft OS arch compatibility extends to one lower level, e.g.
32bit WIndows can run 16bit and 32bit programs
64bit Windows can run 32bit and 64bit programs

But some old programs have a 16bit setup launcher, even though the program itself is 32bit.

I tried the installshield3 engine on the 3ds max 5.1 update (which has a 16bit setup) and it works on windows 7 64bit.
