Got the FBI virus today and was pullling out my hair because it looked like it was re-written so well that F8 to Safe Boot in XP was being blocked and even CD boot to the XP install disk was being blocked. Then I realized that it had grabbed my USB camera and then I started to notice that on bootup my Logitech Wave USB keyboard wasn't lighting before the XP slpash windows appeared. Thus no matter of punding away at F8 was going to get me in to Safe mode.
Switched out to the old PS2 keyboard and right into an F8 Safe mode reboot. Good to have some old tech around for new viruses.
