SFC:OP Allies taking over each other's hexes in campaign

Another question:
I've got a problem where allies are taking over each other's hexes in my single player campaign.  I'm sure that part of this is because I've got large numbers of AI running around the map (~2000) and I've set a larger number of AI-only battles than seems common in human PvP dynaverse servers.

-Does anyone know a way to minimize this AI behavior without reducing the number of AI?
-How do AI vs AI battles on the metamap work?  Do they run the same mission scripts internally that the human players get or is their some abstracted way that the game handles this?   NW's campaign modding guide very briefly mentions bad effects that can happen when players draw mission scripts in allied territory that were meant to run in enemy territory so I thought this might  be a way to reduce allies taking over each other's hexes.
