You had to let him off the hook didn't you?  I was waiting for him to come back after showing off his new Trek Trivia knowledge and being proven wrong ;).

Actually though it is a Canadian version.  No FBI warning on the tape but a Canadian specific copyright warning.  Enterprise also had Canadian versions of some episodes as the American version was censored to remove "nudity" that was able to be shown here.

would figure that any woman not wearing full winter gear would be considered nudity in Canada.

A better explanation is that Balance of Terror was an early episode, and they still hadn't fleshed out what exactly impulse power was yet.

That's no fun.

I'm going to have to watch the Horizon episode of Enterprise and see if they explain anything about their power systems. 

I see it as most races develop impulse drive and choose the same power source for it as they develop one that allows impulse to be used efficiently.  As a result that power source becomes "culturally linked" to Impulse drive and gets referred to as "Impulse Power" and "Impulse Engines".  The same then happens when Warp is developed.

Impulse drive and Warp drive may under this thinking be powered by a variety of systems but not at an ideal efficiency.  A Warp drive powered by a typical Impulse engine might cruise at Warp 2 (freighters).  With an optimized Impulse engine perhaps warp 3.  Given Matter Antimatter for Warp Engines Warp 5 becomes possible.  Add Dilithium and warp 9 is achievable.

Due to the weather we prize female nudity much more highly and apparently allow its broadcast more readily than the U.S.. 

In Enterprise the U.S. censored scenes with T'Pol for showing too much of her butt and breasts.  Those scenes were broadcast uncensored here.

Proposed explanation for Uhura shifting from Gold to Red.

"Traditional" definition of uniform colours:
Gold - Command
Blue - Science and Medicine
Red - Engineering and "services"

"Revised" definition of uniform colours:
Gold - Command and un-specialized officers
Blue - Science and Medicine
Red - Engineering and "services"

Using the revised form Uhura went from un-specialized to being a communications specialist. 

In spite of that she is still able in The Balance of Terror to take over navigation when Stiles goes to phaser control.

Apparently so but the Conservatives put a stop to it.  Now it is on a case by case basis.

Actual explanation for Uhura going from gold to red: The Corbomite Maneuver was the first broadcast episode filmed and there were many changes to actors and roles and they didn't have all the details worked out, just like in Balance of Terror when Kirk calls for proximity fuse "phasers" and they show what eventually became the photon torpedo effect.
