Not having a chance to really speak it in years, I can't firgure out everything, but it's a sort of recruitment for the Klingon service...

It really is a challenging language, where a different emphsis on a sylable can change the meaning of a word.

Let's face it, Roddenberry always intended that the Klingon's be seen as a proxie for the CCCP, just like he saw the Gorn as a proxie for femine beauty and grace.
