problem taking over sectors

   Recently got back into SFC:OP, awesome game. I've run into a problem; all of a sudden I can't take over sectors. I attack a sector held by and empire and it doesn't go to netural status, no matter how many times I attack it. Does anyone have any ideas? I have the latest patch installed, I think.
PS I searched the forums for anyone else who had this problem but couldn't find any. I'm also runnig vista if that helps.
Please, does anyone know how to solve this problem, I'm the ISC and I've almost conquered the whole galaxy :p

Buy a base and put it into a sector on your front.  It helps.  The OP map doesn't work well.  It's an unresolved flaw in the game.

 are you playing a pirate race?

What Deadman is getting at, is make sure you are looking at the right map.  You may be looking at the Pirate layer map, which attacks by your imperial ship won't shift.

Pirate/Imperial map is a toggle up near the top of the screen when looking at the  map.

I know what you guys are getting at, but thats not it. I'm playing as the ISC and can't take over romulan or gorn sectors, I can attack a space as much as I want, planet, base, or empty, and it still never goes netural, and in the same manner I can't take over netural sectors.

The only time I've seen attacking have no effect is when you attack the hex of an allied empire. But both the Romulans and Gorn are never allied with the ISC in SFCOP at the same time. . .

um....stock probably since I haven't really downloaded any updates. For some reason the problem has kinda corrected itself; played a bit last night and had no problem taking over sectors... then the problem can back today; still tho, I would like to know any possible solutions incase it happens again,

There are a number of possible conditions that could result in this. Report the type of mission, era, allies, captured or destroyed, whether you flew off the map or not and relevant political tensions as reported on the strategic map.

I've noticed that convoy escorts and convoy raids don't raise or lower sector DV while all other missions do.  Right click the sector you're attacking before and after the mission to see if it changes.
