Shiplist would be OP+ 4.0 with Bases restricted. Early era only. Limited economy hopefully limits the number of DNs. Oh, yeah, Klinks and Feds only. I viewed this server last fall as a test bed for a series of servers that would focus on theatres, rather than the entire quadrant. With the dwindling player base I felt that the best way to keep it going would be to stop the Grand Campaigns, with the humongous maps, and focus on short campaigns, with a small map. Where victory and defeat matter for more than just bragging rights. An overwhelming Klingon victory, for example, would change the next years campaign in that theatre from the Neutral Zone, to a bit deeper into Federation territory.
If the campaign runs well, I envisioned increasing the restrictions to DNs and BCHs (when the server year gets far enough to bring BCHs into the game), perhaps even CCs and CAs, and having the heavier metal assigned to a theatre from Allied/Coalition commands. For example, if the Klingons have the following theatres, Klingon/Lyran/Hydran Border, Klingon/Lyran/Kzinti Border, Klingon/Kzinti/Federation Boarder, Klingon/Federation Boarder, Klingon/Romulan/Federation Boarder. If the Klingons have seven C5s to deploy that year, the RMs decide what theatres to deploy them to, they can deploy one C5 to each theatre, that would leave them with 2 extra C5s, they can then put those extra C5s into a theatre that they want to press the attack in, or where they think they may need the extra defense. Alternatively they have the option of placing one or both of those C5s into a reserve box for use in an expeditionary fleet in the following year. (The Klingons with their central location wouldn't need this, but the other states would need it, if the Federation needed a fleet to help the Hydrans for example)
