It says it supports both Vista and XP, so I would assume this redistrubital contains both DX10 and DX9 files, and DirectX will detect and update based on which version it detects.
I just installed this on my XP Desktop

Vista is both DirectX 9 and DirectX 10

XP is DirectX 9 only.

People don't realize this and ask if it is DirectX 10 or 9 or Vista or XP.. DirectX installers updates both XP and Vista since Vista is both DirectX 9 and DirectX 10.
