The rule is there to prevent people from tying up pilots in a PVP match when other team members run missions under you.. It is also designed to help keep the big iron off the front lines.. If you want to fly big iron, then be willing to risk it or give up points. This is the reason for Line Ships.. they are free to fly all you want and to be expendable in PVP without giving up points.
Players take a mission to have PVP, but when they start to lose a mission, they hug the border as long as they can and then depart.. either fight it out to the death, or leave the map once you are hurt and not having a chance of winning.. don't tie up other people's time hugging the border for a quick escape, especially when you don't have enough ship to put up a fight or if you are unwilling to lose the ship..
That is one of my pet peeves for PVP so far.. they tie me up even when they know they are beaten.. either leave the map right away, for fight it out and the best player gets to claim a kill. Don't hug a border taking up a players time when you know you can't win.. first it is unsportsmanlike, second, many people have limited time to play, third it does neither side any benefit unless it is a method to allow their side to run missions underneath, which then makes it an exploit.
I don't care for the "points for disengagement" thing either. it's hard enough to get pilots online these days to even play, much less fly Capitol ships with only points for ship loss. And line ships aren't "free" if lost unless you're alone, and in a game where teamwork is the key, it's not doing much for encouraging that.
And having such a rule to actually discourage players from being on the front in a capitol ship...? Sounds kind of self defeating right there. I can't see how discouraging pilots to fly on the front is ever going to bring any life back to this ever shrinking community.
We all have to learn somehow, and try telling someone who is just getting into this game that and see how long they want to keep playing if every time they even have to run, they cost their team points.
And I ALWAYS tell my pilots if they really think they have no chance of winning to disengage rather than just flying around in circles doing nothing, despite the fact that over the years that tactic has been used and abused by nearly everyone.
Maybe that needs to be addressed and enforced internally by RMs and the like...
Another thing that is true for both sides is that not everyone lives for PvP, thus why we always have map VCs. In the past we've tried server with "pure" PvP, satisfying some, but not all, just as servers with no PvP VCs satisfy everyone.
Maybe this is one of those "Needs of the many outweigh the needs of the few"...
