With the General War looming, the Romulan Empire found itself with a limited supply of combat worthy vessels. Having already increased their shipyard production considerably and with no immediate ships available, they resorted to their mothball fleet to further bolster their numbers. Notable among these refurbished ships was the Warhawk class, a veteran of the Earth/Romulan War with an exemplary battle record for the time.
Even though their shipyards were being overworked, Romulan engineers managed to develop a viable, resource-sparing and time saving refit program for the Warhawks that not only allowed for a fast turnout of 'new' ships but made sure they were more than capable of holding their own against modern equivalents. Despite the engineer's assurances, the ranking officers in the Romulan Navy were reluctant to pit these older cruisers against a newer opponent and opted instead to use them as command ships and task force leaders.
The Warhawk Refit involved upgrades to the warp drive, defensive shields, power supply and reactor systems, and extensive modifications to the weapons array. In addition, many of these refits included the installation of a cloaking device, though it often required further alterations and were deemed merely "adequate" as the ships were built long before cloaking technology was standard and were not constructed with stealth in mind. In spite of this deficiency and their notable age, the Warhawks served admirably during the conflicts ahead and a small handful of them managed to stay in service into the time of the Andromedan Invasion.
