OK.. Just to make sure that my problems with OP and Vista are not related to my hardware.. I am building a system that is 100% Vista Certified..

Motherboard, CPU, and RAM highly Over clockable if necessary, but all OP tests will be on stock default settings.
Setup will comprise of Windows Vista Home Premium 32 bit using Official Release Vista SP1 and utilizing DirectX 10.1
OP Dynaverse stability will come from the Jan 2007 DirectX 9.0c SDK with DirectX 9.0c redistributable included.. the Redistributable will be extracted from cab archive and the individual files will be copied and pasted into the Windows/System32 folder... During copy process it asks if you want to overwrite the files in the folder.. I will keep newer files only (DirectX 10.1) this will add about 6 to 7 files from the DirectX 9.0c redistrib that OP will need to stabilize for online play.
OP will be set for Win 2K compatibility with Desktop Composition and Visual Themes disabled.
I will have Vista Service for using IvP6 as primary disabled, and will remove network protocols from network that uses IvP6 to help stabilize connection..
I will also play with Vista's Auto Throttling of the network connection and try to get it set to a stable high speed connection instead of throttling up and down according to data flow.
I am also turning Vista's User Account Control off.. the shadow account that it overlays on the current user defuncts OP..
I am also going to go 1 by 1 on system services and installed Vista product and features and remove anything that may effect performance and stability.
I am also turning off all of Vista's firewalls in GUI mode, disabling the Vista Firewall service, and then manually disabling the firewall using the command prompt.
Now on my current system, playing on Strayy's Tavern, this config for Vista had gained an 80% reduction of lag from the server.. however the server is running on Vista and Vista's firewalls were enabled, which may have conrtibuted to some of the lagging as Straay did not have any of the DirectX 9 files installed and had Vista Firewall running with IvP6 enabled as his primary connection type (Vista Default) with User Account Control turned on..
Experience on an XP server may be different, however the only lag I recieved after setting up above was when returning from a mission or when shipyard updated.. news and other player movements seemed almost normal.. just a hint of hesitation.. but as I said, that may be contributed to my hardware currently and / or Strayy's configuration of his system.
Work is still continuing.. the last of my system components for my build will arrive on the 25th latest.. testing will continue then.
Any other observations are welcome...
