I like the idea of "stolen" D7's. Ofcourse, the klingons might say "sold" or "traded" rather than admit that romulan scum stole their warships. Ofcourse, when that swarm of bop's we saw in tos didn't managed to destroy a lone constitution, perhaps they did buy them (we know the klingons were resource poor) because they felt they needed something immediately that was more powerfull, skipping the design and build time of a enw ship and instead designing components around a hull (such as nacelles) that would eventualy lead to warship production. Just because they can build a warp engine doesn't mean they could nessecarily build an effective warship around it.

Two ideas I like best are:

1. Klingon-Romulan alliance, or at least alliances between certain factions within those empires. We consistantly see strife  between the different houses of Klingons (Duras) and different factions in the Romulan Empire (Reunification, Nemisis). I like the explaination that the lack of Klingon bumps in TOS is because at least a house, or leading house of the Klingon empire had allied itself with the Romulans or a Romulan faction and it was invouge to look more Romulan. History has similar instances, particularly old England where the leadership acted and spoke more French. I think the alliance theory explains a lot and does not have to limit Romulan power.

2. A second explaination could be that the "Klingon design" is just a standard shape of spacecraft in TOS and that the Federation is the odd man out with its designs. Even the ringed version of the Enterprise (briefly seen in The Motion Picture) had a similar design to "Klingon" ships. Both Reliant and Voyager have similarities to the D-7 design. If you think about it. Around the world, most naval vessels have a similar shape. One nation does not use all catermarans, and one mono-hull vessels. Infact, I would not be surprised to see a D-7esk ship with Federation markings.

well the D7 is a warship, the fed are explorer, the defiant is a warship made to battle the borg, the rest of the fleet is for exploration, like voyager in the badland where is was send to the delta quadrant was build to navigate in the nebula where other ship have problem there.

the fed will have no use for a D7 hull, just too big  and not maneuverable like the defiant.

as i say the romulan like sofia would have exchange to cloaking device for D7 hull's, but we never see a klingon with a cloaking bevice beside the bird of prey and we never see romulan with a D7 hull's after that.

the romulan always have warp engine and they might not be as fast as other race but to believe that they would attack races with warp engines seem a bit stupid unless you want to lose the war.

its like attacking a country that have a nuclear power ship with sail boat, you are out maneuver and will lose for sure.
