BTW: Here are some Concept sketches that lead up to the design (just thought you'd like to see some train of thought)
The ship is manned, she's only 80-100 metres in length and the Crews (24 crew members)are all volluntees, since the missions are in Deep Space and sometimes in hostile territories.  the "saucer" is actually an AWACS pod the bridge is actually that structure under the Sensor-Saucer...(which also rotates/spins, like the on on the US Navy E2 Hawkeyes).

I think it rocks. The saucer doesn't seem to fit to me though.

I like it.  It mostly looks conventional in Starfleet design when glancing, but when staring and especially after seeing the description, it's quite the opposite.  I noticed the influences mentioned by others, but I do have a question: Why should the sensor-saucer rotate?  I'm asking this as I'm thinking of the U.S.S. Phoenix.  Granted, the pod was never officially described but is believed to be a sensor pod.  I was figuring that, if true, the Hawkeye-class's sensor-saucer wouldn't have to rotate.  Unless there's a reason for it that may produce more efficiency?

the simple answer is because its cool and more to the actual E2 Hawkeye.
the complecated answer, is that it has different sensor options within the saucer could come to bare.  It would be silly to just have one or a few sensor type(s) when you could have a whole pallet
