Ok small words. Run AOTK3 server. Run ED's DB Editor on it for a report. Read the empire econ ratings. Their economy gave them those rankings. Give each empire exactly the econ that is listed. I do think 2 Cartels have equal econ, so change one of them by a point or so as long as no other empire has that sam econonmy. Here is an approximation of the values in AOTK3, but I cannot find the final numbers which were all different. This appears to be a beta version I used and when I was done tweaking, none were the same:

What you will notice is that no Empire has a rank below 4. Four and up is what you need to have all races build Starbases. Also make sure this economy is STATIC. That means dont put econ hexes in places where hexes can flip. Also, neutral hexes cout econ 2x. Use the AOTK3 Econ gf setting file. It's tailored to the econ on the map and regulates the number and frequency of BB's and Starbases built so the yards run smoothly.
