There's no download link for the mod, where can I get it???

There is no real "mod" It's using OP+4.0, which is pretty much the standard for the past couple years.
You can get it here:

The Fragmentation Effect uses a scripts pack, You'll need it also.

Please also make sure you have an understanding of the rules for the server.
