I'm not a fan of sports fans taking to the streets and taking the law into their own hands. Anyone who is present during such a "riot" should know that they are in danger from the rioters and depart. If they stay they are just part of the problem and therefore are not innocent bystanders.
How would you have cops stop a riot? Harsh words just don't work. Deadly weapons should be a last resort. That leaves these weapons that are not intended to be deadly or permanently wounding though accidents happen.
That's the problem, she may have been trying to depart and was killed in that process. Since the police department took full responsibility for her death I have no problem thinking that she in fact
was an innocent bystander.
The last time they had a problem like that at the Michigan capital the cops ordered people to leave and gassed them. The ones that remained got hit with more gas and rubber bullets. Wasn't perfect but at least no one died, and the bystanders had more of a chance to get the heck out of there. That would be my best guess on how you stop a riot.
My point to all of this is that police seems to be focusing on single target projectiles when that is not what a shotgun's primary focus is, and these projectiles still have the ability to kill. They already have a Taser and that seems to work pretty well, this seems like over kill to me. Not to mention that it gives police one more type of shotgun round to worry about, depending on if they already use both slugs and buckshot or not. If this is made just for the "wow" factor then fine, but I don't see a whole lot of practical use for this when there are already options available to use.
The article is a cool read, and it's neat that they can do that I just don't see the need for it.
