Rules addendum - Need RMs approval

I missed this in the initial rules.   I want to make a change where any ship caught deep-striking is worth points when killed.

IIRC, this is the period of time where DFly will be fairly absent, and therefore unable to answer in a timely manner...

Therefore, issue is put up to vote for entire kitty membership, I'll post results around midnight tonight...
