IMHO, this is fraud all the way, from people "renting" their credit score and SSN to the agencies encouraging this type of behavior.
Proof once again if you do things the right way (dealing with it and working to correct the situation) you usually get boned as all someone has to do is pay an agency and a seller a little cash and whammo, you have great credit!
Knowing how powerful the credit agencies are nowadays (They lead the markets in full force), I bet it will not be long before this is nipped in the bud.
