I don't really have an answer but I hate to see a thread go with no replies.

What program is this, and which Starfleet Command is it for?

Is there a readme? Who made the mod? They'd know how to install it.
I know how to change sound files and weapon textures, but I'm not familiar with the mod that you're installing.

Unpack/install the thing to a temporary directory somewhere and post what files it has.

here the readme file:

Title      : Defiant pulse phaser texture
Filename   : Pulsephasers.exe
Version      : 1.0
Date      : 06/10/2004
Author      : Adam Bulenda a.k.a Jimkirk

Credits      : texture design jimkirk
textures: conglomerate textures form activision and interpl

Thanks to   : The SFC community, Taldren
Build time   : 1 day

Type of Mod
-----------
texture bmp file      : Yes

Description of the Modification
-------------------------------

An original texture altered by Paint Shop Pro 7 and Corel Draw 9.

Technical Details
-----------------
tested in SFC OP 5.5.2.5
NOT tested with Mplayer

Known Bugs
----------
none

Steps to install
----------------

1. This is self-extracting archive, just double-click on it and unzip directly into your SFC  \Assets\Textures\ directory. It will overwrite an existing ESG Lance texture ("lance3.bmp").

2. I've added sound file into the archive which match the pulses. Please go into your SFC  \Assets\Textures\ directory and copy the ESGDisc.wav file into your SFC  \Assets\Sounds\ directory
then add it into SFCSouns.zip without any compression to get it working ingame.

3. It best work with P81's newest defiant model (edited by Knox 1705)

OK. That's pretty self explanatory. The only tricky part is installing the sound file with no compression. You need to use winzip for that. windows standard zip decompression tool won't do that. You're going to want to back up the lance3.bmp file and the entire SFCSounds.zip before installing in case you mess it up somehow. You don't want to loose all of your effects sounds. It tells you what directories to install to though.
