Admin Hell: A Six Month Server

Clearly it's time for a definitive set of rules!

Sides, shiplist, and era

This is to be a seventeen-sided campaign beginning in the late era, with cartels competing equally with empires (see hex adjudication section below) and the admins flying as rogue orions.    Anyone who has been admin of a server in the past five years is automatically allocated to the admin team.

The full OP+4.0 shiplist is to be used, with all R'd out entries restored to the list and with all SPECIAL ship entries translated into their appropriate hull class.

Victory points will be computed as follows:
  one VP for each 10 PvP kills (following the rules below)
  one VP for each 10 posts arguing server rules, bonus VP for longest rant
  the admin team loses one VP for each minute that passes between a post and their response
  one VP for each enemy planet held continuously for a six hour period, admins are responsible for checking the server logs to verify the continuity

OOB:

Strict SFB OOB to be applied, all ships above FF are allocated by DB edit, ship preference is allocated based on total player prestige accumulated across all accounts on the past four servers.   Admins are responsible for looking up who is playing which race and ensuring each player is contacted in the correct order.

PvP points shall be computed as follows:

A PvP kill is awarded to the pilot flying the smallest ship on the victorious side in PvP battles involving at least two carriers unless one of those carriers is a PFT in which case the kill goes to the largest victorious ship that does not carry fighters or PFs.  If all ships carry fighters or PFs then the victory goes to the largest ship on the victorious side, and if fewer than two ships carry fighters or PFs then victory goes to the larger of the two smallest ships on the victorious side, unless one of those is a line ship in which case the kill is always awarded to the line ship.

Disengagement Rule:

Defenders are banned from a hex and all surrounding hexes for 1 hour on disengagement or 30 minutes on destruction, except planet hexes.  Bans are doubled in shipping lane hexes unless there is a base present, in which case the ban is halved.

Attackers are banned from a hex and all surrounding hexes for 90 minutes on disengagement or 60 minutes on destruction, except adjacent neutral hexes (where the ban is halved) and adjacent hexes of empires  allied to the attacker (where the ban is halved) and adjacent planet hexes of the attacker's own empire (where the ban does not apply).

In the case of challenges, the ban is doubled for the challenger unless waived by the challengee, in which case the ban is 75% of normal according to the above rules.

Cartel/Empire Hex Ownership:
 
To adjudicate ownership of hexes between empires and cartels, each day the admins will go through the server battle logs and determine the number of victories by each cartel and empire in each hex and appropriately assign hex ownership to the winning party, set the opposing (cartel/empire) layer to neutral, and adjust DVs appropriately.

Mid-server rule changes:

Mid server rule changes are to be expected, and will be proposed by a panel consisting of the race RMs, with a 60% majority vote required to put forth a rule change.  Proposed rule changes are then voted on by the pilots of the constituent races, with each race's votes tabulated and weighted to guarantee a minimum effective 5% of the total vote value.

Proposals must be posted on the second Tuesday of each month, and voting continues until the following Sunday.

I always loved the concept of "Fizbin Order of Battle" where specialty ships could only be purchased on Tuesdays.  ;D

How about having a rule that states a BCH or above can only be assigned to a pilot if the pilot either has one eye a different color than the other, and only on Wednesdays when it's cloudy, or if the pilot's left testicle is larger than the right, but not hanging lower than the right, and only on Mondays, except for when there's football, in which case only on Wednesdays when Smallville is a rerun.
The pen is truly mightier than the sword.  And considerably easier to write with.

A pilot can only request a legendary heavy cruiser on a Friday when Rosie isn't PMSing, and you have to dress up like James Brown and sing Weird Al's Living With A Hernia.
