I thing a single wing version, rather than a tng style double hull, would be better suited for this era, but the voerall shape (the top and bottom views) and certainly the paint job defenetly fit.

As was plenty of what was in Ent, but I'm more biased in favor of SFM.  But there're people who like the former more than the latter, so... *shrug*

In any case, I can't make heads or tails of the design--engines excluded--of what era I  would place the ship in... Although there's no way to say that a design where there's a dorsal and ventral Rom design in the TOS/TMP-era hull ala the official D'Deridex design, I had the impression that when we were first introduced to this huge Romulan ship after the Romulans came out of isolation, that it was something newer in design and seemingly intimidating, as if there wasn't a design like it before.  That's an impression I can be wrong on though, and in this case I wouldn't mind it if it was a design like this or the stock RDN model in the SFC series and in KA.
But as far as putting this fan-design in an era (and this design isn't so bad-looking), I think I've now (as I'm typing) come to interpret what I've put this design in.  I'd put it around the late-2270s, early-2280s, and being more common a design in the 2290s, but not very common ala the D'Deridex in the 2360s/2370s. *shrug*
Geeky fanon aside, I think the design has its gracefulness, especially when viewed on the ventral side.  If the dorsal hull was detached and we only had the ventral, we'd have a more traditional TOS Warbird configuration, but it'd look graceful enough to fly like a glider (whether or not it can) in a planet's atmosphere, but I think the design would lose part of its charm by simply ditching the dorsal hull in the way like how the Big E wouldn't be the big E if we only saw her saucer or stardrive with its other hull disconnected.
One more thing I like is the ventral hull's plasma/torp launcher; it looks very similar to the Bird of Prey launcher and reinforces the idea that it was originally a Romulan design (and of the depictions of such a design, I'd still stick to an eight-year-old stock retexture from Newships for SFC1...).

You know what thought just struck me?

Make this ship a late TOS early TLE (i.e. around the year 2300) Romulan science vessel. The Romulan version of the Oberth class. Make the lower hull a sensor pod with access corridors, but otherwise uninhabited.

A beautiful design, Atolm, but it does seem cross-generational. The engine style is early or pre TOS, but the colouring and rest of the hull design strikes me as The Lost Era, post 2295.
