I'm assuming that you meant a Prior not an Ori.  Various of the system lords tried to evolve humans into a later stage closer to ascension so it wouldn't be too surpriseing if Sokar had suceeded where they failed.  Sokar could even have found and used genetic material of the ancients to create a host with advanced abilities.

Examples

The nano agent that aged O'Neil and caused the locals to live their whole life in 100 days

The woman who modifed Cassandras people.

Anubis trying to create a host that he could use to ascend through.

He didn't exhibit any powers.  That could have been because he had none or he chose to keep them as a secret "surprise" for his enemies or perhaps he just didn't need to.  Remember the female ancient only demonstrated the abiity to read minds and heal, not things Sokar would have made much use of as he had his own healing ability and the mind reading would be a very useful secret to keep.  A lack of power shown does not mean that he lacked power.

another, more prosaic reason might be old age. Sokar was a very, very old Goa' uld.
Only in America .....do we use the word 'politics' to describe the process so well: 'Poli' in Latin meaning 'many' and 'tics' meaning 'bloodsucking creatures'.
