Bridge Commander wasn't popular to begin with either, right? And yet this hard-to-mod game in a few years became moddable and popular within its community. Starfleet Academy (from almost ten years ago) had a lot of complaints, right? And it was near impossible to mod, yet it was popular enough to spawn a sequel.
I think it's just hard to find the perfect Star Trek game, much like with the Star Wars community and its games, right? Unpopular FPS series, Jedi Knight, is still played around to this day. I'm not sure about it's non-Jedi-related prequel, Dark Forces, but aren't people playing that FPS series?
I think it's unpopular because it's a game based on a sci-fi show. I believe that's it, in the end. I could be wrong, but it seems like games that don't derive from popular shows ala Trek, Wars, or even other genres like CSI... Games that don't derive from that, they become popular, somehow. From World of Warcraft to Half Life 2...
I can believe it to be unpopular because of controls or bugs or how easy the game is or something... But then, what game is without its bugs or glitches? And can't people learn how to use controls well? Or is my lack of knowledge on Legacy hitting me on the controls area? I remember the Descent series (an FPS-based series where you fly a ship/fighter that can go in any direction at almost the same speed [except if you use afterburners] blasting robots to pieces in mines or in other places...) was easy to handle... Was it not the case with most people?
In the end, as I wander around wondering why people dislike Legacy, I guess thus far is that people dislike it because they might want to find a reason to dislike it, so they sell it and play Halo 2 or some other game again, and the safe bets these days are RPGs and FPSs.l Again, I'm open to the possibility that maybe people do find legitimate grievances that people here or there have, but maybe for some, if not most, is that they might just want to stick to safe bets in gaming. What's better than taking your time to see what special move or potion to use? What's better than locking, loading, and fragging?
*sigh* (Aside from SFC, of course. Otherwise, why are we all here? Other than friends and familiar faces and such, of course...)
