I believe the periods indicate that he was banned.   This is how all of WaterTiger's remarks appeared for a time after he was banned, I believe.  He even mentioned that he might be banned recently.  Best to ask an admin directly via PM what has happened.  That would be my course of action.

yEAH, LOGGED IN TO CHANGE FROM A PERIOD TO, oops caps, a comma. Periods left the door open to too many jokes and periods have been used too often... I am now the 1st apostrophe.
