Correct. We have been through this before. Don't recall? Its to prevent someone from deleting replies to their own topic along with the topic itself. Unfortunately there is no permission in SMF for "delete own topics with no replies". I may modify SMF at some point to create such a permission at some point, but it is a low priority.
