Does anyone know of anywhere where I can get hold of this for less than extortion-level prices?  Went on EBay--those prices are nucking futs.  I want to play it, but I"m not about to spend anywhere near $100 for it--don't have that kind of scratch for any one game.

And that's probably the best deal you'll find anywhere, unless you're able to find someone who no longer plays SFC3 and would be willing to sell their copy, and who is also not too bright and doesn't realize how much money that copy could bring them. 

Another possible place to get a copy might be over at Puterz (sfc3.puterz.net).  Just recently a couple people have been trying to gather as many keys from people who no longer have any desire to play the game and are willing to part with their copies for a reasonable price, and then sell the copies back to those who want to get into the game.  Maybe they've made some progress in that endeavour, maybe not, but you can ask around.
