Built in the 2330's, the Victory class was designed to supplement Starfleet's long range expoloration capacity, as well as build stronger patrol networks at home. 
Somewhat newer than the Ambassador Class, the U.S.S. Vimy Ridge was a state of the art vessel for her day.
Several Victory Class Patrol Cruiser still serve along the frontiers of the Federation, keeping the peace and performing routine police actions in addition to limited survey and exploratory missions.
