All right if no one knows how to troubleshoot a DSL mdm then I guess i will need to reinstall windows from scratch in which will take me out of the loop for awhile. :P

Perhaps if you put your problem out in this forum someone may have an answer for it.  As it stands, anyone reading this has no idea what you want.

Here is the problem:

All of the Lights on the mdm are normal, the only one that is not normal is the ACT light. It is dim and not fully lit as it should be.

I have tried everything, power cycling the mdm and my pc, reseting the mdm. and reseting the VCI/VCP.

none of which works. The ACT light should be bright off the bat. when you power up the mdm. It does not.

Short of that, I may need to reinstall windows, though I will try everything first. THEN reinstall. IF I have to.<----Last resort ;D

The mdm is a Prestige 645M.

My syst is more then capable of handling DSL ;D

ACT Light?

That sounds like a network activity light?  I wish I knew (being lazy and not doing research tonight...) what the ACT light exactly meant, is it to show PC-Modem network activity, or the Modem-DSL network activity.

If it's PC-modem, try a second computer on that line.  If it's Modem-DSL, then you need to talk to the ISP.  Are there other computers in the house and are they being affected by the outage?  That might also help diagnose the problem...

I am not sure this is an actual problem.  The activity light should not be lit unless data is being received or transmitted.  Further, when I power up my modem, all the lights will flash, then as the connection is made, they activate in sequence with activity being the last and indicating that there is an active connection.  If you currently have an active DSL connection that you can use to access the web, then the light seems of little consequence.  Now if you don't have an active connection and can't gain one that is a whole separate issue and has nothing to do with the light per se.

I will post a pic of the mdm w/ it on.

The ACT light on the mdm has nothing to do w/ the ethernet. it is handled seperately.

It ( the ACT light) should be on before the computer is on.

And yes, I will call Earthlink on Tuesday when I have the time.

From your modem manual:

The ACT LED blinks during data transfer via the ADSL line.  The LED is off when no data is being transfered on the ADSL line.

Manual can be found here:

http://www.zyxel.com/product/model.php?indexcate=1022049050&indexcate1=1021877946&indexFlagvalue=1021873638#

So no, it really shouldn't be on unless data is being transferred over the line.  Now if you are saying you have no connectivity to the web over this DSL line, then sure call your ISP, but whether the light can blink or not is immaterial as it merely indicates if data is moving around.
