Can other races use Fighters in SFC1???

I decided to go back to my project of adding PF/INT's to SFC1 but am running into a problem.  I've already tested that Fighters can be used by the Feds, but when I try to have Romulan ships to use fighters (by giving them fighter bays) the shipdock panel doesn't give any listing of Fighters you can choose.  Is it not possible for some races to use Fighters?  Are Hydran and Feds about the only ones that are allowed to use them?

I've never played SFC1, but I'd guess that they can't, from some reference material I have from way back when.
