The Devore Imperium is a large military-run empire in the Delta Quadrant which hunts down telepaths and sends them to "detention centres". The "detention centres" are spoken of in such a way as to indicate strongly that the term means "extermination camp". The Devore have a hatred for "gaharey" or outsiders. Any gaharey vessel permitted to travel through Devore space is required to do so on a flight path approved by the Imperium. Imperative 32 Codicil 6.26 states: "All gaharey vessels that deviate from prescribed flight vectors will be impounded, their crews detained and relocated."

Hey, I remember that Voyager episode.  Was this shuttle ever shown in that ep.?  I can't remember.
