I have been surfing the net for LCARS type shell replacements for windows and, after exhaustive testing, recommend the following interfaces:

http://www.bennisoft.de/ (scroll to bottom of page for LCARS System and LCARS Explorer, both of which I use as my shell replacement.. )

I will post further links as I am at work right now and have a boss looking over my shoulder!
