Can someone clarify this for me, thanks

I drew an R-SUB and a R-RG-B as AI today, I thought the ships looked interesting but when I looked in the yards, they weren't there.

I checked the available date and it has them at 2274 (2263+11), but when I checked the vessel library it says they not available until 2283???

that's a D2 thing. It will only show you ships from Mid Era until Late officially arrives.

I noticed yesterday when I tried to purchase an R-SUB when I tried to look at it in the library a Federation library pane appeared with some random weapons placed on an invisible ship. That some new stealth technology or did something not install correctly ?

That's because it's a donor ship. In order to get fighters on a Romulan ship you have to put it in the Federation part of the shiplist.
