I think the 'ol "No Feds" embargo can undergo a brief exception in this case:

Nice job so far bud ...   I mean that really.  Your work is 2nd to none around here and it's only fitting to see you offer such a tribute.  I think each of us are offering our tribute in some way or another.

I eargerly await to see the final product

Did you start that upon the news of his passing? if so then you've certainly worked hard and fast :).

Very Nice WZ, very nice indeed.

She's beautiful, WZ. I feel both happy and sad at the same time, but then I'm only human.

One small request/suggestion of you, sir: would it be possible to see some "Scottish" feature make its way into the final paintjob perhaps? I feels...right.

Hey WZ I know you don't usually solicit ideas but I think I have a good one: Instead of using the Command version of the UFP/Enterprise "badge" on the engineering hull pennant, use the engineering one like the one that scotty had on his shirt.

This is amazing work WZ, as Kaenyne says this brings up feelings of both happiness and sadness, this is beautiful tribute, from both you and Atolm.

P.S. I'm not sure how appropriate a 'Scottish' feature would be on a ship dedicated to a man from an Irish Catholic family, I know the character of Scotty was Scottish but Scotty didn't die on wednesday. Just my €0.02.

P.P.S. I think Schtupp's suggestion about the engineering symbol is a very good idea though.
If I determine the enemy's disposition of forces while I have no perceptible form, I can concentrate my forces while the enemy is fragmented. The pinnacle of military deployment approaches the formless: if it is formless, then the deepest spy cannot discern it, nor the wise make plans against it.
