To answer your question it adds or subtracts BPV from a ship when drafting in the D2 to change the draw range for AI draws. Some ships are better or worse in combat than their BPV's would imply. The Balance does not affect PvP at all, except where AI draws are included. I'm not sure whether it affects your AI helper draws as well, but I suspect it does.

AFAIK nobody has messed with Balance yet. They have come up with tons of other ways to affect AI draws (and generally failed), but have completely ignored the built in system given them.
