Not quite understanding this offer. That package that is being offered for free is a stand alone program that will allow someone to create programs in visual basic, or this this is an add-on for folks who already have a Visual basic program? Or somehting else?

I only know Basic, Fortran, and some COBOL, but I'd like to learn Visual Basic. Some of the programs at the lab are VisualBasic. Its good to know how things can be manipulated.... I mean work.
