System BPV = Again not sure, but it looks like a comparator to help with mission matching.
BPV Subtotal = Same as above.
SFB Year First/Last Available = These are the years the ship was available in the source material. It it supposed to keep ships that are out of era from showing in missions, but the script API overrides this I think.
Ground Attack Bonus = A die roll modifier to adjust for hitting targets on the ground. As you said it doesn't work in this game. Many things were started in this game and not completed due to time, budget or designing a base for future items that never got implemented.
