Their goal of conquest and domination make a conflict inevitable. And the Klingon's are and have been fully aware of it.

For them just to wait for the inevitable is not logical. It would give the Roms the element of suprise and let them build their fleets.

Thank you, Ravok, for chipping in on the Klingon front. Now I need someone well-versed with the Romulan side of things to tell me what classes of ships the Romulan players find useful (both for AI and human use) and what ships they consider to be worthless.

P.S. Just had another idea for an NPC race. I'm entaining the idea of putting some of the smaller Andro ships into an empire or a pirate slot and say that they are residual raiding parties that are still lurkin' around.
