Rules Question: Is the maximum bank balance = 1/2 the race's BP allotment per round, or can a race build up a big bank by only spending 1/2 their allotment per round?

The way rules are written it's 1/2 of your current BP.
So if I saved 2 BP in a previous round I'd have 6, of which 3 could be banked.
