My Summary:

NASA = NASA wants to set up a series of prizes like the X-Prize to allow them more effective use of their budget.

Congress = Not only wants to set low limits on how big ($1 million) the prizes that NASA will be allowed to award but wants to set up new rules that would possibly have blocked the X-Prize if they had already been in place.

Who thinks that big aerospace companies are using influence to block anything that might interfere with their current very lucrative relationship with NASA?

Oh please,,, stop inferring that Congress is so corrupt. I suppose next your going suggest that my Congressman loves my wallet and not me?  ;)
