Okay, so I'm confused.  What exactly do you suppose this Andorian telepathic pilot is, the one who controls the ship?

Edit: After digging at Trek Today, it appears that the Romulans have telepaths fly their ships in hostile territory by remote control (kind of like a Romulan UAV).  They are apparently so paranoid that they'll be discovered as being related to the Vulcans that they've taken this drastic measure.  Such a UAV is what our heroes find themselves trapped on, it seems, so there is no danger of humans and Romulans seeing each other.

Romulan military leader 'Valdore' confers with a Senator named Kerry (just kidding about that part) about having lost control of the ship, which is apparently controlled by telepathic remote (the pilot referenced in "Babel One" is said to be an Andorian telepath). This may go toward explaining how humans had never "seen" Romulans until the time of ST:TOS "Balance of Terror," despite having fought entire wars against them.

Sources also suggest additional trinkets of STAR TREK lore will be included in this episode, such as the revelation of the Romulans' Vulcan heritage (but not to Archer or Starfleet, which doesn't learn of it until long after the wars)...

IMO perhaps a better way to handle this would be for Starfleet to discover the Romulans' Vulcan heritage, but to suppress the knowledge and keeping it an extremely closely guarded secret as not to disrupt Earth-Vulcan relations or encourage anti-Vulcan sentiment among humanity.

Well, according to the e-mail that everyone at Trek Today apparently gets, the Romulans know that they're descended from Vulcans (obviously), but are afraid of what might happen if the Vulcans found out before they were ready to reveal themselves (hence the UAVs).  They want to eventually re-unite with Vulcan, however, Humanity is now getting in the way of that.  I'm liking where this is going.

Ah, Trek Today clears this up a bit...

The Romulan captain, Valdore, explains the critical nature of the situation to Vrax. He is concerned that Enterprise may discover that the Romulans and Vulcans are related. This will tie in with the Vulcan Reformation Arc, set to begin November 19 with "The Forge", in which the Vulcans recover Surak's writings, which could contain information about their link with the Romulans.

Senator Vrax isn't trying to prevent the Vulcans discovering the true nature of their relationship ? far from it, he is committed to the reunification of the two species. But he feels that premature discovery of the fact by Enterprise could destabilise the Romulans' plans for reuniting with the Vulcans on their own terms. And the Romulans will do anything to make sure their secret does not come out...

Rumors are circulating that the third and final part of this arc ("Babel One" and "United" being the first two) is called "The Aenar," the Andorian term referring to the albino telepaths that the Romulans are using to pilot their drone ships.  Supposedly, Valdore and Vrax send Reman commandoes to bring their Aenar back under their control.

So, this Romulan UAV that keeps cropping up isn't just a garden-variety ship, it's some kind of weapon, perhaps a "kamikaze" ship (hard to call it a kamikaze if no one's on it).  Plus, we get a look at the Andorian homeworld.
