Well, he did it

Saber has been caught peeing on the carpet, and I'm sure he learned it from the dog that refuses to remain potty trained.  I'm gonna give this a little time to try to break him of the habit, but unless I can fix this quick, I'll find him a new home, most likely on a farm. 
Right now he's at home, locked up in the same room his litter box is in.  Any suggestions?

I would say that the prob is not with the kitty, but his playmate. Till you break the dog, Saberis likely to think the litterbox is anywhere in the house that the dog can go, too.

Perhaps make the dog learn to use the litterbox? Or maybe put the litterbox in your bathroom- Saber might learn to follow your lead?

There's nothing more I can do with the dog.  I've made a point to lock her up at night, but my mom, in her usual drunkenness, unlocks the gate and lets her out, leaving her to sit in her recliner all night, and then my mom passes out, at which time the dog gets up, wanders to her favorite spots (especially the dining room) and let loose. 
I've made it clear to both parents that the dog cannot go unsupervised for any period of time, but they have chosen to ignore me, and chew me out when I lock her up in the laundry room (a linoleum floored room where her kennel and food are, and is generally clean).  Like I said, nothing I can do about the dog anymore.
the plan, right now, is to take away Saber's free reign around the house.  he typically follows Samantha everywhere, even when I lock her up in the laundry room, so i decided the he will either spend his time in my room (where his litter box and food are), or in his little prota-kennel when I'm not around.  If he starts peeing on the carpet in my room (for some reason he's chosen my brother's room as his place of choice to pee), then the crap will most definately hit the perverbial fan.
I've been doing the spray bottle thing, but it's getting next to impossible to spray him now since he knows what he's not supposed to do and will run immediately after he does it.

One thing you could to is take Saber to the vet and tell them the problems you are having with him and the reasons why it might be happening. 

Untill then keep him in your room since he has everything he needs there and I am assuming that you mom wouldn't let him out right?  Keep him there for about a week or two and if you do let him out then you have to watch him when he is near the dog.  After those weeks let him out more and more often and see if age hasn't helped him keep his pee in him untill he can find his litter box. 

Hummm you might want to also concider buying another litter box for him and putting it in another room.  Also some cats are really picky about the cleanliness of the box and they have been known to "go" in the wrong places to show their displeasure of their dirty litter.  Good luck!

I've been doing that, hoeever, my mom and dad have been letting him out.  I'm taking a kind of split attitude on this.  1) if they know why I'm locking him up, which they do and still choose to let him run when I'm gone, then I'll use some colorful adjectives next time they complain about him making a mess.  2) this behaviour, which is now something I am not being allowed to correct in my own cat will still be unacceptable to me, so he'll be finding a farm sometime soon to live on.
When I have some money to work with he'll be going to the vet, but right now VA is not giving me the subsistance they promised me to go with my Ch 31 schooling and I'm broke.

Heck, I have even managed to house train my cats.  I keep the litter outside on the balcony, so in winter the door is closed, they go to the door and ask to be let out, they come back in and door gets closed.

The new development;  I don't know the difference between cat pee and dog pee, so I was going by my mom's fervent claims that the cat did it.  A visit from my sister, though, lead to her taking a sniff, who said it smells more like the dog than a cat.  This is good news for Saber, who now gets a stay of execution, and bad news for my mom, who it turns out never saw a thing, had no evidence to back it up, and will no longer be listened to on this or other similar matters.
that's kinda a cool trick with the litterbox Astarta, how'd you train them for that?  I've thought of training Saber to use the toilet, which doesn't seem that hard, but can't for the life of me figure out how to get him to flush.

Cat urine smells of ammonia, properly aged of course.(dont laugh) cleaning cat urine you use a cleaning solution that does not contain ammonia. I know this for a fact of living w/ cats for over 30+ years. what my family did was keep them in an unused bathroom and use as a catroom. if they mess on the floor will be easy to clean up.

Spanking a cat and rubbing their noses in the mess will NOT work. You need to keep the box or boxes clean everyday. No exceptions.
